So we now have some details regarding the Obama stimulus package. Over the weekend, the incoming administration released a document authored by Christina Romer and Jared Bernstein which outlines much of their thinking on a variety of stimulus related topics. To begin with, they now expect the package, which is going to be a bit more than $775 billion, to create about 3.7 million jobs and they do quite a bit of analysis on where and when these jobs will be created specifically noting that about 30% of the jobs they expect to create will be in construction and manufacturing. This is of course not surprising given the disproportionate number of jobs that have been lost in those areas.
As well, the 3.7 million jobs is arrived at by using a commonly accepted analysis that a 1% increase in GDP creates about 1 million jobs; thus, they believe they are going to increase GDP by about 3.7%. For the sake of this discussion though, they must accept the premise that no government crowding out will take place and that the 3.7 million jobs created will not deplete private sector resources in any way. That said, they believe this is particularly important (to create that many jobs) because they believe that as many as 4 million additional jobs could be lost in addition to the 2.6 million or so that have already been shed.

インターネット上で過去に話題になったことが何故今になってあたかも「新たに発見された事実」であるかのように流布してしまうのか。どうして過去からの繋がりがそこで切断されてしまうのか。過去の記憶との断絶。インターネットに決定的に欠けているのは端的に言えば「歴史」、だ。インターネット上に存在したであろう様々なドキュメントは無くなってしまっている場合が多い。インターネットはその時その時のインスタントな情報の流通には威力を発揮するけれど、過去の情報の蓄積には長けていない。インターネットの大衆化が日本で急速に進むのはWindows98登場以降の1998年以後だけれど、1998 年時点での情報でさえ手に入らないものは多い。情報の「ストック」と「フロー」の差異がインターネットの登場により曖昧になり、コンテンツが完成形の「モノ」ではなく永遠に未完成な「コト」となったとしても、この問題の根本解決にはつながらない。
そこには個々人の内的な歴史はあるかもしれないけれど、現実社会の「歴史」に対応し得る大文字の「歴史」は存在しない。何しろその「歴史」を語るべき主体というものがそもそも存在していない。「歴史」の欠如を穴埋めすることのできる主体の欠如。それは結局のところインターネット上におけるマス・メディアの不在という問題にも繋がるのだろうけど、もしかしたら誰もそのような「歴史」など必要としていないのかもしれない。
Internet Archiveはそういったデータのストックとして存在はしているけれど、これがインターネットの過去を蓄積する仕組みとしてきちんと機能できるとは残念ながら言うことはできない。問題なのは、こうしたデータベースの蓄積が結局のところ「歴史」になるのであり、データベースの欠如は「歴史」の欠如に成り得るという観点を如何にすれば導入できるか、という点にあるのではないだろうか。私はgoogleが特定のサイトを検索結果から削除する行為は営利企業にとって合目的だと考えているけれど、インターネット上ではデータベースの蓄積そのものが「歴史」を形成するという観点からすると、googleの行為は『1984年』における真理省(Ministry of Truth)と何ら変わらない、という点を危惧する。それは、googleの責任というよりも、営利企業がインターネット上における大文字の「歴史」を形成するデータベースを作成するのは不可能に等しいという限界を露呈しているに過ぎない。では、一体誰がこのデータベースを構築し得るのだろうか。
印刷資本主義によって形成されたメディアをその共同体の成員の殆どが同時に消費するからこそ、「想像の共同体」は成立する。アンダーソンはその特性を表すべく、新聞を「一日だけのベストセラー」(『想像の共同体初版』p56)とも呼んでいる。今日は新鮮な新聞が明日には古紙になってしまうという事実にこそ、新聞の新聞たる意義がある。しかし、インターネット上の情報には残念ながらこのような同時性が欠けている。新聞の普及によって実現した共同体内部での均質的な時間の流れは、消費されるメディアが新聞・テレビからインターネットへと移行するにつれ、次第に個々人の間で異質なものへと変化していく。均質的な時間の共有が信頼構築を行うコストを格段に低く抑えることが出来ていた時代には他者との情報共有も容易だったけれど、時間の均質性が崩壊し個々の持つ情報の同質性も保証されなくなってしまうと、情報共有の実現どころか他者との関係構築を行なう際の信頼構築のコストも格段に増してしまう。そうなった時、人は自分の周囲に既に存在する均質な情報を共有している仲間との空間から外に出る意義を次第に失ってしまう。そこでは、「一般人」という概念は前提条件として存在するのではなく、個々人が努力の末に成立させる目標になってしまうのかもしれない。そして、「一般人」は「ある」ものから「なる」ものへと変わっていく。
「僕たちは社会という歯車の一部に過ぎない」。真剣10代しゃべり場の出演者が思わず文句を言いそうなこの言葉は、確かにチャップリンが「モダン・タイムズ」で演じたあの光景を彷彿とさせるけど、逆に「社会という歯車」があったからこそ近代社会が実現したという事実を忘れるわけにはいかない。時間的・空間的に離れた人間同士を「社会」というシステムの内に位置付けることが出来るようになったのは近代になってからで、それ以前（啓蒙主義以前）のヨーロッパにはそもそも今のような過去―現在―未来という時間軸も、複数形の世界も存在していなかった。
気付かなければならないことがある。何故今まで自分たちは過去の記憶や他者の記憶との断絶を経験しないで済んだのか。「想像の共同体」を構成する様々な仕組みを欠いた状況下では、容易に過去の記憶との断絶が発生する。そしてそれは同時に他者との記憶の断絶をも意味する。「想像の共同体」は、「あなたが知っていることをわたしも知っている」「わたしが知っていることをあなたも知っている」という関係を保証するための仕組みだとも言える。インターネット上でしばしば過去に話題になったことが今になってあたかも「新たに発見された事実」であるかのように流布してしまうのは、インターネットが「想像の共同体」足り得るための仕組みを実現していないことの端的な現れに他ならないと思う。もしかしたら、近い将来、「皆が知っていることの方が異常だったのだ」という考え方の方が一般的になっているのかもしれない。そのようなタコツボ化を、インターネットは助長してしまうのだから。

苦労をすることには慣れてしまった、努力もいとわない。でも、「夢なんて叶うものではない」と最初から決めつけている、そんなまじめで頑張り屋である彼女たちが、唯一得られる満足感や達成感が、「資格を取る」といった小さな目標を掲げてクリアしていくことだというなら、それは納得がいく。
このままではいけない、と「夢を追い続ける」という大きな命題を掲げ、常にアドレナリンを出し続けていることが、不安感を払拭する方法であるのも、分かる気がする。ただ、同じ年代の同じ女性として、あまりにもその一生懸命さが辛く心に突き刺さる。

The collapse of the job market means even harder times for last year’s and this year’s crops of college graduates. The offshoring of professional jobs and the widespread use by US corporations of H-1b, L-1, and other work visa programs for foreigners have left many recent American university graduates without careers. Recently, Bill Gates of Microsoft was pleading with Congress to allow even more foreigners in on work visas. According to Gates, there is a shortage of American workers despite a 17.5 percent unemployment rate. I personally know American computer engineers, both seasoned and recent graduates, who cannot find jobs. What Gates and American corporations want is cheap labor, in effect indentured servants, unprotected people who don’t demand an American standard of living and who have no student loans to repay.

科学者の常として、「男女差はあるのか？」という問いに対して「ない」と断言することはできません。ただ、それが非常に微妙なものであることは以前のエントリでもreviewした通りです。また、あまりにも微妙な差であるがゆえにその研究の進捗も遅々たるものでしかありません。例えば、僕のようなヒト認知神経科学＆脳機能画像を専門とする研究者が日常的に目を通すような主要ジャーナルに限っていえば、男女差を扱った研究はPubMedに引っかかる範囲でも120件しかないのです。それらの論文の内容とて、大半は番組内で報じられたような「進化を背景とした男女の情報処理プロセスの違い」とやらなどではなく、もっと基礎的な神経科学的な知見を扱っているものに過ぎません。テーマを”visual perception”に変えると2279件に達することからも、その発展途上ぶりがうかがえます（ちなみにPubMed自体は1800万件を超える学術論文のデータベースです）。
にもかかわらず、それを「性差は既に（脳）科学的に明らかにされている」と断定的に報じた上で、全米の公立学校とやらの例を大々的に紹介する番組というのは一体何なんでしょうか？ そもそも、全米に広まっているといっても、番組曰くではまだ「500校」（どう見ても全米に公立学校はもっとあるでしょう）。そのような恣意的な内容の番組が報じられる背景には、科学的な真実を踏まえたルポルタージュというよりももっと別の何か意図があるようにしか思われません。
僕はヒトには性差はないと断言するつもりはありません。同じように、性差が「ある」とも断言するつもりはありません。それよりも大事なことは、科学的な検証がなされるのを待つという姿勢であるはずです。しかしながら、この番組はそれを捻じ曲げてミスリードしようとしているように見えます。そのようなメディアの動きは我々現場の研究者には受け入れがたいものです。

2009年が始まってまだ間がないというのに、もう今年のワーストをほぼ手中におさめた番組があらわれた。
それは日本テレビの「ハマる！動画ネタ天国」
内容はYouTubeやニコニコ動画といった動画サイトで集めた低画質映像を垂れ流すというもの。
１６：９の画面の中央に４：３の低画質動画、しかも芸人のワイプ入りという念の入れよう。

西原理恵子との対談は、話が噛み合わない。それに、勝間和代の持論は離婚の自由を手に入れるためには女性もお金と手に職を持とうなのだが、それよりも家庭というくくりをもっと大切にするための方策を考えた方が良いのではないか。まずはじめにだ。
雨宮処凜との対談は、フリーター、非正規雇用、派遣などだが、現状とは内容が違う。基本的に知識がなさ過ぎで、勝間は訊く一方。最後は「勉強になりました」で終わってしまう。議論が深まらないなあ。
やっぱり、もう勝間和代はダメかなあ。対談読んでみると、西原や雨宮の話の方が面白いもの。

The win by the Genesis, Hyundai’s top-of-the-line sedan, was the first for a South Korean automaker since the award was launched in 1994. It was the fifth Truck of the Year award for Ford and the third for the F-150.
The awards are based on factors such as innovation, design, safety, handling, driver satisfaction and value. Reliability isn’t considered because the vehicles are new. The Prospectus Directive aims to ensure that investors are provided with clear and comprehensive information when making investment decisions. The Commission now wishes to assess the potential impact of its proposals and the merit of any alternative approaches. All interested stakeholders, in particular businesses, investors and consumers, are invited to participate. NEW YORK, January 9, 2009 – The New York Stock Exchange (“NYSE”) announced today that it has continued the trading halt of the American Depositary Shares (each representing two Equity Shares) of Satyam Computer Services Limited (the “Company”) – ticker symbol SAY – that has been in place since Wednesday, January 7, 2009. On 9 January, the European Data Protection Supervisor (EDPS) adopted an Opinion on the review of the Directive on Privacy and electronic communications, usually referred to as the ePrivacy Directive. This Opinion follows upon a first EDPS Opinion (pdf), as well as Comments (pdf), in which recommendations were made to help ensure that the proposed changes effectively provide for the best possible protection of personal data.
This Second Opinion comes as a response to the Council’s Common Position which, on a number of critical points, fails to endorse some of the data protection safeguards proposed by the European Parliament and the European Commission or previously recommended by the EDPS. The recommendations presented in this Opinion aim at streamlining some of the provisions of the Directive, while at the same time ensuring an adequate level of data protection and privacy.

The European Payments Council has released a set of recommendations designed to counteract card skimming at cash machines.
The banking industry standards body says that ATM operators and schemes should consider the introduction of more safeguards to protect cardholders from a crime that resulted in losses of over €438 million in Europe alone in 2007, according to figures from the European ATM Security Team.
The paper outlines a set of minimum standards for anti-skimming devices and suggests the establishment of a certification scheme for independent testing and validation. It also recommends the introduction of ‘privacy shields’ to hide the customer’s hand at PIN entry and the fitting of anti-skimming devices at all newly-installed unattended machines as a standard feature.

A PwC survey of more than 600 financial services firms finds that more than half (54%) do not have an accurate inventory of where personal data for employees and customers is collected, transmitted or stored.
Just over half (51%) of financial services respondents questioned by PwC further admit that they do not require third-party service providers to comply with their company’s privacy policies.
Sergio Pedro, managing director, PricewaterhouseCoopers, comments: “Financial services firms have been leaders in privacy and security, but their policies and capabilities are being outstripped by changes in technology and business practices.”
Increased use of offshore third-party service providers to handle and process sensitive data has exposed firms to a maze of privacy-related requirements, he says, further exacerbating the problems.

Fynanz, a US person-to-person social lending Web site aimed at college students, is to stop accepting new loans due to tough “market conditions” and will now focus on offering its platform to financial institutions.
Launched last March, Fynanz targeted college students struggling to find loans in the post-credit crunch market. But it has now stopped taking new members, although existing loans are still being serviced.
Instead, the firm is now offering its “turn-key, Web based” lending platform to banks and credit unions looking to establish their own private student loan programmes.
The change of tack comes as P2P lending continues to face regulatory difficulties in the US.

緑地が少ない都市部の気温が上昇する「ヒートアイランド現象」を和らげる効果を期待して、ビルの屋上を緑化する企業が増えている。だが、雨で土が流出し、重量がかさむことが問題だった。サントリーは土を使わず、軽くて植物もよく育つ苗床を開発した。（本田靖明）
苗床の名称は「パフカル」。高さ約１２センチの鉢の形をしており、スポンジ状で弾力がある。ウレタンをベースにした原料液に、マイクロメートル（１メートルの１００万分の１）単位まで粉砕した数種類の木くずなどを混ぜて膨らませる。土は使わない。０２年から開発を進めてきた。
これまで屋上緑化には「雨で土が流れたり、風で飛んだりして困る」「建物が土の重みに耐えられないのではないか」といった課題があった。
パフカルは土のように崩れることがなく、重さは土の約半分程度と軽い。内部に多くの気泡があり、根の生育に必要な空気が保たれるため、植物の成長も早いという。実験では、パフカルで育てた植物の成長（重量）は一般的な培養土の約２倍、根っこなら約５倍に達した。
専用トレーにパフカルを並べ、給水管を配置。トレーに一定の水がたまるとセンサーが感知して自動で栓が閉まる。水やりに人手もかからない。土ぼこりがたたず、飲食店内などの装飾にも使える。
機材一式を含めたパフカルの価格は、「土」を扱うゼネコンや造園業者の商品の価格とほぼ同じ。金山典生・環境緑化部長は「設置後の様々な面倒がないという点で差別化できる」と自信をみせる。
サントリーは園芸市場に８９年に参入、今や大手の一角を占める。ビールの大麦や茶葉など原料の応用研究に取り組み、独自開発した花の苗などを販売してきた。０４年には世界で初めて「青いバラ」の開発にも成功。成長分野として、屋上緑化に目を付けた。０８年３月に環境緑化部を立ち上げて、受注を始めた。
初年度となった０８年度の受注目標は１００件だったが、既に１５０件（約１億円）を突破した。屋上緑化市場は０７年で約４５０億円。１２年には倍増すると見られており、サントリーはその時点で５０億円の売り上げを目指している。
国土交通省によると、０７年までに緑化された全国の建物の面積は累計約１９０万平方メートル。０１年に比べ約７倍に拡大した。環境意識の高まりを背景に、地方自治体が建物の新・改築にあたり緑化を義務づけたり、助成金を出したりといった普及策を進めている。
