日本の車検は諸外国と比べると非常に高い。日本ではおおよそ6万円程度かかるがドイツでは70ユーロ程度、アメリカに至っては50ドルもかからない州もある。

車検制度は1951年に公布された道路運送車両法に基づいている。当時の車は耐久性がなく頻繁にトラブルが発生するため整備士による定期的な検査は不可欠であったが、現在では自動車技術も進化したこともあって2年程度乗って故障するような車は皆無である。にもかかわらず未だに一度も制度の見直しがされていない。

今回のイランの件は日本のweb/twitterユーザ達が一体感をもって巻き込まれていっている感じがしない。傍観者になっているっぽい。日本語と英語のTwitterのtimelineのギャップがすごく大きくなっている。それがもったいない気がしてならない。

日本のエンジニアの皆さんも、できることがたくさんありそうな気がします。今回の Cyberwar　に対抗してアメリカのエンジニア達が起こした行動にも、もっと協力できるはず。例えは悪いかもしれませんが、昔つぶれそうになった２ちゃんねるをUNIX板のエンジニアの人たちが救ったことがありましたよね。ああいうエネルギーや才能は、日本にずっとあって。もっと色々なところで発揮できるしすべきだと、私は、思う。

銀行以外の事業者にも資金移動サービスを認める「資金決済に関する法律（資金決済法）」が17日、参議院本会議で可決・成立した。法律は公布日から1年以内に施行するとしている。

　資金決済法は、現在は銀行のみに認められている送金などの為替取引について、資金移動業者として登録を行うことで、銀行以外の事業者でも少額の取引に限り為替取引を認めるもの。これにより、米PayPalのような資金移動サービスが日本でも展開できるようになる。取引額の上限については今後政令で定めるとしており、国会審議では上限は50万円から100万円程度とするのが妥当だとする見解が示されている。

マレーシアのマハティール、シンガポールのリー・クアン・ユーによって提唱されているアジア的価値論は、「当初、シンガポールにおける政治統合という国内政治上の必要から生まれた」のである。アマルティア・センも指摘しているように、「多文化社会における統合を脅かさず、しかも政府による統制だけに有利な条件を備えた、そんな都合のよい文化や遺制がアジアにあるはずもない」。国家統合の際に棚上げされたナショナリズムが、アジア的価値に摩り替わり、国民の統合のツールとして使用されているのではないだろうか。

マレーシアとシンガポールの民主化・ガバナンスに問題があるからこそ、アジア的価値を提唱しなければならなくなった点に注目する必要がある。そもそも文化が多様的多元的であるのは自明なことであり、そこに客観的な差異や共通性を見つけることは出来ず、仮にそれを行なうとすれば、何らかの政治的意図がそこに潜んでいると考えたほうが妥当である。それは、エドワード・サイードの主張したオリエンタリズムと同様の現象である。

都市中間層は権威主義体制の批判的勢力にはなるが、議会制民主主義を擁護する強固な政治基盤になる保証がなく、「開発主義が生み出したのは「生活者」ではなく「消費者」であった」ところに、東南アジアにおける市民社会の成立の難しさがある。市民になるよりも先に、消費者になってしまったところが、東南アジアの不幸なのかもしれない。そしてそれこそが、東南アジアの民主化の障害になる可能性が高いとも考えられる。

政治家が提唱するアジア的価値観のような国家の権力に立脚した公的ナショナリズムではなく、市民社会が市民として提唱できる価値が発生し得るかが、今後の東南アジアにおける課題ではないだろうか。

Barclays has confirmed that a storage disc array fault at its Gloucester data centre caused its ATMs and online and telephone banking systems to crash yesterday.

The hardware failure left customers unable to withdraw cash at about 1500 ATMs in the South of England between around 1:00pm and 4:30 pm.

Online and phone bankers in the South were also unable to conduct transactions, while a small number of customers experienced difficulty using their cards to make payments in shops.
