Expensive initiatives such as the Chevrolet Volt, the plug-in hybrid planned by General Motors, are interesting but will likely burn cash given their limited appeal to consumers able to calculate the high cost and limited benefits. This is a shame as Washington has long had the power to stimulate sales of more efficient cars without cajoling Detroit through loophole-ridden fuel economy standards devised in the 1970s or subsidising hybrid vehicles.
